Like, this isn't a situation I plan to be in, but it's one we should all be *ready for*, because some of us are going to be the unfortunate ones there when some extremely bad shit goes down, and as a matter of being a responsible human being, we should all be prepared for that as best we can.

Not an app, but try to avoid the "I'm recording you" stance unless you want to draw PD ire away from whoever they are attacking and on to you. (If you think this is wise is complex)
Put the phone in your breast pocket already recording and stroll over and be polite. Or better silent and just vaguely curious.
Many cops react to a person holding a phone at them like it's a weapon.
