I'm trying to remember the name of a SF book. Fairly recent. It's about two planets that are very close together and on one planet there are these avarice driven capitalist monkey people. They have "dead technology" machines and guns. On the other planet are mer-lesbians who use biological living technology and all of their tech must account for the cost to the ecosystem to work.

I make it sound kind of one-sided but it's a very balanced story and the monkey people are likable and their motives understandable making the conflicts more interesting.
