I don't think this is true. In the cities with the highest protest turn out as a portion of voting adults you might have 10 percent of the possible voters tops on the ground (and the cities with these numbers tended to be the smaller ones)
Nearly everyone who showed up for this stuff voted for Harris. I expect in the high 90s.
The protests are big but not "everyone"
