They have run out of people with "histories" to arrest.

That they have "move on" to more sympathetic targets exposes the nature of the beast that they have created.
There will never be a day when ICE proudly announces "We have arrested and deported all of the criminal immigrants in the USA and will stay on top of it as new cases come up with a smaller operation."
Nor will they ever say "There are now no longer any significant number of people in the country illegally."
The net will keep expanding that is how this works.

"criminal immigrants" were the cause of all of what was wrong with the world. If they are gone and those problems remain what does that mean?
It means the notion that this was the problem at all was a lie.
