I was skeptical of these cheap wax melters, I've used a candle for years, but they are really good and get the wax just hot enough but not too hot.
I got one similar to this one last year and I'm glad to have it.

Those actually work? Amaaaazing!
They do. They are not "to code" but I don't think they are worse than an open flame.
But unlike an open flame you don't need to keep buying more little candles and you don't need to watch it like a hawk so the wax won't start boiling. Just set it up and wait about 8 min and you can pour your seals.
