How close the wildfire is.
What are the evacuation routes?
Is the tap water safe to drink?
Which levy has breeched?
Where is the front line?
Who has a working well?
Who needs a pump?
Who has stock of life critical medicine?
Who has power to refrigerate said medicine?Radio used to provide SOME of this information on the past (often too late to help).
Local mesh networks can be even more useful in an emergency.

Spontaneous, local organisation is often the most effective in the critical first days of a disaster. Governmental and not for profit groups are crucial after that.Not to mention the governments that try to restrict all communication mediums to suppress protests.

This doesn't rely on internet infrastructure. It can be run in cheap computers connected by radio (LoRa). Usually small, local networks. -
