    When fish farms in Greece are set up they make a "down payment" that can be kept by the government if they don't clean it up. However, it's obviously too small since companies are skipping off and forgetting the payment leaving these people to do the cleaning.

    (This is a concrete obvious problem, so lets look around and close this gap where we can.)

      Understanding that these structures cause sea trash on the beach, sea trash in the sea, and that they are basically abandoned eyesores, like a big abandoned building?

      Well of the general public "gets" this these companies won't be able to get away with it as much.

        @futurebird in the US, drillers for gas and oil are supposed to post cleanup bonds when they open. Same deal.
