Understanding that these structures cause sea trash on the beach, sea trash in the sea, and that they are basically abandoned eyesores, like a big abandoned building?
Well of the general public "gets" this these companies won't be able to get away with it as much.

@futurebird in the US, drillers for gas and oil are supposed to post cleanup bonds when they open. Same deal.
